Consolidation: how groupage works<\/h2>\n

Consolidation is what a forwarder sells to a shipper whose cargo is too small to fill a container, and understanding it explains both the cost and the paperwork. How the two are priced, and which suits a given consignment, is covered in our guide to FCL vs LCL<\/a>.<\/p>\n

The forwarder books a container from the ocean carrier and fills it with cargo from several shippers heading to the same destination region. Each shipper delivers to the forwarder’s facility, where the cargo is consolidated and loaded. The carrier issues a master bill of lading<\/strong> to the forwarder covering the whole container. The forwarder issues a house bill of lading<\/strong> to each shipper covering that shipper’s consignment. At the destination the container is devanned and each consignment is released against its house bill.<\/p>\n

Two consequences follow. The shipper’s contract of carriage is with the forwarder, not with the ocean carrier, which is why this is the principal arrangement described earlier and why the forwarder’s liability limits apply. And the shipper’s cargo shares a container with other shippers’ cargo, which is why groupage is not suitable for every commodity and why the forwarder imposes restrictions on what may be consolidated. The two bills describe one physical movement, and the documentation has to stay consistent across both \u2014 the area where the Danh s\u00e1ch ki\u1ec3m tra ch\u1ee9ng t\u1eeb xu\u1ea5t kh\u1ea9u<\/a> is usefully applied.<\/p>\n

What the forwarder charges, and what it excludes<\/h2>\n

A forwarding quotation is not a price for the goods to arrive; it is a price for a defined set of services, and the definition is where the surprises live.<\/p>\n

Ph\u00ed t\u1ea1i \u0111i\u1ec3m \u0111i<\/strong> cover the work at the shipping end: collection, export clearance, terminal handling at origin, documentation and the booking. C\u01b0\u1edbc v\u1eadn chuy\u1ec3n<\/strong> is the main carriage across the water or through the air. Ph\u00ed t\u1ea1i \u0111i\u1ec3m \u0111\u1ebfn<\/strong> cover the work at the receiving end: terminal handling at destination, the delivery to the consignee, import clearance and often the release of the container. Duty and taxes<\/strong> are separate again, and under most delivery terms they fall on the importer.<\/p>\n

The recurring problem is that quotations differ in which of those four they include, and the words used to describe them are not standardised. An “all-in” rate that excludes destination charges is not misleading, but it is not all-in either, and the consignee discovers the difference when it is asked to pay for the release of its own goods. The countermeasure is to ask for the quotation broken out along those four lines, and to ask specifically which charges will be billed to the consignee at destination.<\/p>\n

Where cost is what the negotiation turns on, the honest comparison is between delivered figures rather than between freight rates, because the freight line is a fraction of what the goods cost to receive. Where forwarder arrangements go wrong<\/h2>\n

\u2022 Assuming the forwarder is liable for the cargo.<\/strong> Unless it is acting as principal, it is not, and its standard terms limit what it owes in any case. The insurance is separate and the shipper has to arrange it.<\/p>\n

\u2022 Not knowing which transport document will be issued.<\/strong> The document decides the liability position and the payment position at once. Ask before booking, not after the goods have sailed.<\/p>\n

\u2022 A credit that names the wrong document.<\/strong> A credit calling for the carrier’s bill, met with a house bill, produces a discrepancy while the cargo is in transit. Order the credit around the shipping arrangement.<\/p>\n

\u2022 Comparing quotations that cover different things.<\/strong> Origin, freight, destination and duty are four separate lines. Two “all-in” quotes that include different subsets are not comparable.<\/p>\n

\u2022 Leaving destination charges unstated.<\/strong> The consignee is often billed for them directly, and a buyer who did not expect the bill treats it as a defect in the seller’s performance.<\/p>\n

\u2022 Letting free time expire.<\/strong> Containers held beyond the carrier’s free period attract demurrage at the terminal and detention outside it, and those charges are passed to whoever holds the equipment. They are entirely avoidable with a clearance sequence that starts before the vessel berths.<\/p>\n

\u2022 Treating the forwarder as the customs expert.<\/strong> The declarant answers for classification, value and origin. A forwarder transmitting data somebody else prepared does not absorb that responsibility.<\/p>\n

Decide three things before booking anything. Which document will be issued, and by whom, in what capacity. Which of the four cost groups the quotation covers, and which of them will be billed at destination. And who carries the cargo risk for each leg, which is a question about insurance and about the delivery term rather than about the forwarder.<\/p>\n

Then put those answers where they belong. The delivery term in the sales contract fixes where the seller’s obligation ends, and the transport document has to be the one the payment mechanism will accept. A forwarder is genuinely useful in exactly one way: it turns a sequence of separate contracts with carriers, terminals and authorities into one that a shipper can manage. That value is real and it is also bounded.
