Why can the WebP file be larger than the original?

An already optimized source, a small image, transparency, or a high quality setting can produce a WebP file that is not smaller. Compare the result and keep the original when it is better.

Does converting an image improve its resolution?

No. Compression and format conversion do not add real image detail. This tool can reduce dimensions but does not enlarge the image or restore detail missing from the source.
